A player's era doesn't matter, only the world era. Somebody advanced to Modern or 50% of civs are in the Industrial.

I still don't understand how they could have 11 delegates?

Each CS ally gives 1, Forbidden Pallace gives 2 and the one in charge 3. Surely CS allies.

There are 0 CS in the game. Only 30 Civs.
