It seems there is no option to NOT make a resolution when you are host, which should be considered a bug. As it is, you have to propose something you don't want and then vote against it, creating anger in some civs. This is apparently the only way to get out of the dialogue box. Not optimal!

Just propose to embargo the most hated civ on the map (especially if it is you).

Or ban a luxury that nobody has/wants (this includes primarily the two city states ones)
