The current civ-world is shaped like a cillinder. You can't move your units over the north pole.
Why not have a globular world? It should consist of hexagons and pentagons, just like a soccer ball. If you build a city on one of these pentagons, the city radius should be designed so that you will be able to work on just as many squares as an 'hexagon-city' of course.
