Navajo had Broadway IIRC. But, for a domination game, I reckon you did the right thing razing and founding 2 cities instead, thus grabbing the resources. Maybe the Broadway + the oasis island would be more useful in a cultural victory. But Navajo wouldn't be good even for space because of no resource connection. A fort in the shore (BTS) would have changed everything.

Navajo had an amazing amount of barbarian culture (post conquest) to overcome because of Broadway.
I was able to build railroads on the two ocean front tiles but nowhere else. So resources made it to the coast but not past it.
