It's clear to every Chinese or Mongolian that you have mixed up Qin Shihuang of China with Kublai Khan of Mongolia. Infact, you can easily find both of them in a middleschool history textbook in China.
it's quite ridiculous to give Chinese leader Qin Shihuang a Mongolian cap, while Kublai is dressed in an ancient Chinese long gown.
It will be quite easy to solve this mistake: just exchange the portraits of the two leaders for each other, and it will be OK.
if you want to do it better, i suggest to give Qin Shihuang a black gown, for in Qin Dynasty, black is considered as a noble color (different from most Chinese dynasties).
I suggest you make the changes to make Civ IV perfect. and i hope i can find a Civ IV in Chinese one day. 3x
