WTH - How is this possible??

Take a look at this save, watch the Viking city of Honningsvag, it's a bottleneck city. Hit the space bar and let the AI take it's turn. Watch the second ship that goes through the panama canal of Honningsvag. Unless my eyes are deceiving me that's a pirate ship. Since when can pirate ships move through the AI's cities? Did I miss something in the civopedia???

Umm... That Privateer obviously belongs to the Vikings. While you can't tell what nationality Privateers are, they all have nationalities and can move through their owner's cities.

I'm not downloading the save so I might be completely wrong.
When you say barbarian pirate ship, do you mean this:

Those are privateers. On the skull and other thing, it should have the nation colors.

Privateers do not carry national colours. Only when it is your own, you will see the flag and the skull symbol in your own colour. For all the AI nations (and other players in multiplayer), all you will ever see is the barbarian white.

Keep in mind the barbarian pirates use galleys. So unless it was a galley, it was a privateer.
