WW2 Pacific Questions

A friend and I are fairly experienced Civ 3 gamers and decided to try out the email version of WW2 Pacific as our first multiplayer experience. Questions:
1) Why can the Americans move the first turn and not the second as opposed to the solo game?
2) Is there a playback function so we can see the other persons move?
3) What level should we put the AI for the other powers?
4) Any other PBEM differences we should know about this scenario?

1. There is a bug in the "skip first turn" feature when used in PBEM games.
It causes funny things to happen like the USA cannot move on either turn
1 or 2 (except newly built or drafted units). I have never heard of the USA
being able to move on GT1 but not on GT2, but it is likely part of the same
bug.

The simple solution is modify the scenario so Japan goes first and avoid
the problem alltogether. Loulong has the modified files, if you contact him
you can get them from him.

2. The AI is terrible at naval-air and amphibious warfare so I would
set it at diety or Sid level.

3. The scenario is hugely unbalanced in favour of Japan. With 4 top notch
human players on the Allied side you have a very slim chance to win against
a good Japan player, with 1 human and 3 AI Allies you have virtually no
chance. Setting the VP level 20,000 points higher will help. Also if the
Allied player plays both the USA and Commonwealth he/she has a much
better chance.
