X - Y coordinates

What are the x-y coordinates for the map of CompiledResourcesV6, and where do I type the resources I would like to use in my game.
Also, x-y coordinates for the tech-tree, where do I type in the modifications to it as well?

Where do I start for mapping the x-y coordinates for both the techtree and for resources in the pcx file?
Finding it simpler to just plot my ideas on several sheets of graph paper to get it straight in my head before actively inputting them within my own pcx files.
