xml load error

i just installed civ4 and clicked play and then it started loading and when it got to init XML (uncached) on the loading screen it gave me an xml load error box that said
failed loading xml file xml\text\civ4gametext\ciilopedia.xml. [.\Fxml.cpp;133] Error parsing XML file -
File: xml\text\civ4gametext_civilopedia_concepts.xml
Reason: Swith from current encoding to specified encoding not supported.

Source: <?xml version="1.0" encoding="ISO-8859-1"?>

the error box had an "OK" box and i clicked that and got this XML Load Error box.
Loadxml call failed for xml\text\civ4gametext_civilopedia_concepts.xml.
Current XML file is xml\GlobalDefinesAlt.xml
this error box also has a "OK" box that i click and get sent back to the first error box and back and forth it goes between them.

i have no idea what to do.
please give me one.

i'm sorry if this has been addressed before but i cant find any help on this problem, and think i just threw away $50.00 on this game.
i need some ideas please.
