Your empire cannot support....

So I know this is kind of lame but sometimes just for fun I set the start to information era, Dom. only victory, and see what happens when 12 fully developed nations go at it. For the most part its decently fun, except for one problem.

Twice so far I've got a red ! next to the turn marker that says my empire can only support X number of units and I am over that limit by Y. There my production in all cities drops by 20 or 30%. I was wondering why this happens, and how I can alleviate this problem as I currently denounced my best friend for dropping a city 5 tiles away from my capital and now I'm embroiled in a HUGE war; therefore I need to start mobilizing a huge army for like a 6 front war.

It's based on cities and population. The bigger the empire the more troops you can support. I run into the problem all the time with Germany. It kind of forces me to expand fast when I play them.

I'd say in your situation you should start the war and the problem will work itself out. Either when you cap a city or lose a couple units.
 
Awesome thanks! I thought it had to do with production, but what you said makes much more sense. Appreciate the help!
 
Check your F3, the left-side column has the info:
The 5 base units, how much your number of cities (2 ea.) and your population (1 per 2 pop) contribute.

Numbers I mention may vary due to difficulty level or mods.
