I've had that as well. I've seen an enemy ironclad and galley in ocean squares with not a sea tile in sight... Of course, it was always later in the game.
I had a game a long time ago where I saw AI galleys ending their turns where they shouldn't go (sea and ocean squares, before astronomy and without lighthouse). I posted saves etc. in a thread here--the concensus seemed to be that it must've been some sort of bug.
Galley moves seems to be bugged sometimes.. I have a save somewhere where the AI will ram a galley into a coastal city and declare war IBT (the galley dies to a spearman I think).
I can prolly dig it up..
Edit: here is the save.. if I press enter an aztec galley sails into a city and declares war.
I seem to recall that AI ships could be put into sea or ocean they could not traverse (or, sometimes way across the ocean) by them being forced out of another civ's borders. This may have been changed in patches later. I haven't noticed this lately.
In my GOTM i am playing (and sucking i think) I just noticed an unsafe crossing by an AI Galley, I have the Great lighthouse and Portugal crosses over the csosc chanel ? I is appearently done by the AI?
