I agree, I think a garrisoned unit (Not a ranged unit who's just sitting and sniping) should give the city a real buff to attack, defense, health and heal per turn.

What irritates me (and this might be intentional to offset the AI's issues with Embarkation) is my Destroyer should devastate your embarked Swordsmen if a Barbarian Trireme can one shot my Embarked Riflemen.

oops - your 2nd biggest city just got annexed, you lost all of that culture to the rampaging horde.

One thing I absolutely miss is being able to destroy improvements using Air Power. (and with the addition of ranged units - they should have this option too)
