There is a limit on the number of religions that are able to be founded. For example if there were 4 religions, and nobody else had a pantheon, the Celts enhanced but there was still 1 more slot for a religion.
It is worth noting that you will greatly piss off any AI whose land you steal with a citadel. So while this isn't quite taking their land by war, it is taking land that will quicken the process to war.
Huns(5) and Austria(6) both feel cheese when I play. The Battering ram needs to be tuned down a bit and Diplomatic marriage needs to be nerfed a bit.
The Maya(1) are probably the most fun I have had. Unique calendar and a steady stream of great people. Pyramids are also amazing.
The Celts(2)...
I believe the amount generated by a great scientist is equal to the total beakers generated in your last 8 turns.
Edit: As the for RA, the guy below me posted the exact formula quoted by MadDjinn
Well yeah it is a blast for the person PLAYING Austria lol. Just like the Huns getting a battering ram ruin or Spain starting next to El Dorado and the GBR.
Anybody who would be offended by this shouldn't be playing video games. In this game you can nuke Japan over and and over again until he is literally wiped off the planet. You can play as the Spanish and destroy the Aztecs, the Mayans, and the Iroquois.
It is all make believe.
1. I believe the city with the higher population.
2. Well the production value will reduce the further away from the city the forest is, so I am going to assume that logically, it can reduce to at least 1, if not 0.
