Into the Renaissance_barbs not spawning

Hi Guys

Just started up a ITR game as Russia. But no barbs spawning at all. Does anyone know why and what can be done gto et them back?

Tried this so far:
- disable BNW DLC
- remove Enhanced user interface folder

None of that makes any difference, stil no barbs appears as far as turn 40
