Can't siege weapons garrison cities ?

My catapult is the only unit in a city but its icon is not on the left ...

Can't this unit garrison cities in BNW or can units with icons on the right garrison the city ?

I remember the icon should be on the left to mean the unit is the garrison...

The problem is gone after a few turns when I changed the catapult with another catapult.

It doesn't have to be on the left. If it is the only unit in the city, it will be a garrisoned unit. This first happened with G&K. If you build a siege unit in a city which already has a non-siege unit in it and move the non-siege unit out, it often (always?) occurs. Sometimes, it will correct itself later, but it acts as a garrisoned unit anyway.
