INES III: Storm Tapestry: Ruleset

Statement of Purpose:
It’s a game. Enjoy the game. If you’re not having fun, you’re not doing it right. With that in mind, anyone can join, and the rules are meant to be as flexible as possible.

Part One: Players

The most straightforward way to participate in my NES is to pick a country, roleplay its government in diplomacy, and send its government’s orders each turn. However, if you are interested in joining as a rebel group, terrorist organization, world cult, or transnational conglomerate, be my guest. As such a nonstate actor, you may conduct diplomacy and send orders, but note that your group may not actually get stats until it seizes some territory. Note that rebel groups who control a white splotch on the map are not organized enough to get stats. Such groups will get stats when they get a color.

Part Two: National Stats

Each established country in the game has states on the first page of this thread that will be updated after each update. All stats will be based on the following model:

However, tolerance of the Roma (Gypsies) is predictably low; and this may prove a catalyst for future upheaval.

Let’s go through this line by line, shall we?

Romania/Imago

This, as you might have guessed, is the name of the country. For the purpose of this example, it is played by me, though someone else can take it for the actual game. If a country is NPC, that will be listed after the backslash. Moving on.

Government: Parliamentary Democracy

This is a short description of the country’s government, aka the regime you are playing as. In the above case, swollen Romania considers itself to be a Parliamentary Democracy. Other nations might be Communist Dictatorships, Constitutional Monarchies, or Military Juntas, to list a few options. Obviously, a country’s government can change, either through player input or via less controllable events.

Annual Spending Points: 1

Now we get to the heart of the NES. Romania has 1 ASP, meaning it can spend 1 ASP every year (aka turn). Annual Spending Points represent a government’s annual funding, NOT GDP or GNP or anything like that. Obviously, rich nations have more to spend, but if you start pull a Regan and cut taxes left and right, you might start experiencing tax flow problems that aren’t related to the prosperity of your nation. Conversely, if you say in your orders that you want to increase taxes, your ASP might get a short term boost, then decline precipitously as the national economy is exhausted. You can try to write polices into your orders that might result in an ASP boost during the update, but there are also some direct ways you can use ASP to influence ASP:
-An investment of 3 ASP will increase your next turn’s ASP by 1 point. This represents government funded economic development. If your orders detail a specific stimulus plan, you may try to cut corners, invest less than 3 ASP in the boost, and hope I show you mercy, but the only way to be absolutely sure of a boost is to invest all 3 ASP.
-You may overspend by up to double your ASP, but for every two points you overspend in your orders, the ASP in your stats will be reduced by one. If Jonny’s nation has an ASP of 4 and he spends 6, next turn his ASP will be 3, and his ASP the turn after that will still be 3 if nothing changes. This emergency spending tactic might serve in a pinch if you get invaded.
Note that while many of the sections of the stats elaborated below detail traditional ways to spend ASP, you can spend ASP in any way you see fit, even if something is not specifically in the rules. Want a powerful spy agency? Start investing ASP into your very own KGB rip-off, and soon you’ll have the best secret agents in the world. Just don’t forget to remind me how much you’ve invested into your side projects in your orders.

Approval Polling: 53%

Yes, we’ve reached a new section of the rules. Approval Polling is the official best guess at how your people feel about your government, and it may rise and fall every so often without being mentioned in updates. Note that while this number lets you put your finger on the pulse of the people, if it ever rises to insanely high levels, (say, 99%) there’s a good chance your people are too afraid to tell you they hate you. So, beware extremely high and extremely low approval ratings. Both are warning signs. There is no direct way to influence this stat through ASP.

Techs: None

This game has an invisible and mutable tech tree. If you want to spend for science, tell me in your orders what area you want to focus on, like ‘Organ Cloning’ or ‘Hunter-Seeker Drones,’ as well as how many ASP you’d like to invest. Every ASP you spend on a science area will increase that area’s rating. So, if you spend 2 ASP on Organ Cloning, next turn you’d have ‘Organ Cloning (2)’ in your stats. Higher numbers obviously reveal increased proficiency. Techs are useful in that orders that have synergy with your scientific developments have a better chance at succeeding. There are three tricks to happy teching-
-Techs can be intentionally leaked. Countries with a patron who admits to being such in his or her orders get catch-up development half-off. (Patrons do not have to spend anything to be patrons.) Techs that have no obvious overhead costs (i.e., not military and infrastructure techs) may be leaked, donated, or sold without need for the catch-up cost.
-Tech alliances are possible, wherein every member contributes ASP to a pool. However, techs developed in the pool stay in the pool, and members who leave the alliance only get 5 points of tech or all the development on two tech areas as a parting gift, whichever is less.
-Don’t even consider nuclear weapons as being possible until you have at least level 50 of a relevant tech. The people of the game world experienced limited nuclear war in 1983 and soon thereafter instituted a very successful disarmament program. On a related note, usable nuclear weapons will take up a native Unique Unit slot (unless, of course, you trade for them).

Other Investments: None

Remember when I said you can spend ASP on anything? If you have a really specific project in mind, start spending for it in your orders and it will wind up here, as a fraction counting how many ASP you have already invested out of how many ASP you will need to finish. Projects can be labeled secret, of course.

Army: 10 divisions

This is the bread and butter of your military. For each ASP you invest here, you instantly gain 5 divisions of soldiers to play with. Each division is roughly ten thousand soldiers. How effective your armies are can be related to military doctrine tech areas. On a related note, if you start detailing strategies, tactics, and training styles in your orders, your armies will be more effective in the field. You can create a Unique Army Unit with an investment of 1 ASP, and then you can consult with me or decide for yourself how much it will cost on a per division basis. This is how things like killer robots show up in the stats. You can only build one type of native Unique Army Unit at a time. However, for extra ASP, you can sell the rights to build your native Unique Army Unit to other countries. (Even if they already have a native Unique Army Unit.)

Navy: 10 squadrons

A squadron is a handful of ships. Think a cruiser, a couple destroyers, and a pocket carrier. For each ASP invested, you can get 5 squadrons. How effective your navy is can be related to navy doctrine tech areas. You can create a Unique Navy Unit with an investment of 1 ASP, and then you can consult with me or decide for yourself how much it will cost on a per division basis. This is how things like killer submarines show up in the stats. You can only build one type of native Unique Navy Unit at a time. However, for extra ASP, you can sell the rights to build your native Unique Navy Unit to other countries. (Even if they already have a native Unique Navy Unit.)

Air Force: 10 groups

A group is twelve jets, a mix of both fighters and bombers. For each ASP invested, you can get 5 groups. How effective your air force is can be related to aeronautics doctrine tech areas. You can create a Unique Air Force Unit with an investment of 1 ASP, and then you can consult with me or decide for yourself how much it will cost on a per division basis. This is how things like killer jets show up in the stats. You can only build one type of native Unique Air Force Unit at a time. However, for extra ASP, you can sell the rights to build your native Unique Air Force Unit to other countries. (Even if they already have a native Unique Air Force Unit.)

Part Three: Updates

The game starts in the year 2050, meaning the first update covers year 2051, the next 2052, etc. Each update will list important civil and military developments. Any changes in the stats based on ordered investments will not be listed here, but all other changes will be, with the exception of changes in Approval Polling. There will also be a map with every update, showing the current territorial status of the world, as well as the presence of cities, rivers and perhaps fortifications. Paint the map your color!

Part Four: Orders

Submit orders via PM each turn on strategy and ASP spending. To compensate for different people having different amounts of time to commit to the game, only ONE PM each turn will be accepted.

Part Five: Stories

I think they add great flavor to NESing, but I’ve gotten carried away with them in the past. One each turn will provide your nation with an in-update boost of some sort.

Background: What is now known as the Californian-Washington-Oregon-Hawaiian Commonwealth was long the most fought-over bit of real estate in North America, with colonial powers like Spain, Britain, and Russia attempting to keep the land from gravitating towards Texas, Mexico, or the Atlantic Kingdom. At various times, CWOH was occupied by each of the aforementioned countries, but in the 1940s, an agreement was finally reached to let the highly diverse population of the region (First Nations, Asians, Spanish and English speakers) decide for themselves. The establishment of CWOH was followed by another continental war in the 1960s, but the nascent state survived, and today prospers after a fashion.

Background: The Depression of 2014 created political space for the rise of Reza Eghtedar and her Partido Solidaridad Nacional. Reza, who became president of Ecuador two years into the crisis, predicated her rhetoric on the idea that the current South America system was corrupt and broken. Only great sacrifice would allow a return to former glories. Negotiations with the PSN branch in Peru created one state, the Inca Republic, and from her capital in Quito, Reza warred with the reticent Colombians until they accepted annexation in 2025. Today, much like her ideological opposite number in Germany, Reza is old and not quite as robust as she once was, but if all goes well, an appropriate successor will pick up the torch and end the chronic underrating of the Republic in the court of world opinion.

Background: In the wake of independence and Partition from British rule in 1947 Jawharlal Nehru became the first Prime Minster of India, governing with heavy advice from Gandhi. Their clear unwillingness to subdue reticent princely states allowed for Kashmir and Hyderabad to assert sovereignty, and fostered an undue number of ascensions to Pakistan. The result was bloody communal violence, ethnic cleansing, and a massive refugee crisis. When the dust cleared Nehru had been overthrown and Gandhi assassinated by Hindu nationalists who seized power in a coup led by Sardar Vallabhbhai Patel, the "Iron Man". He imposed martial law, suspended elections, and began a massive arms buildup. The resultant series of wars brought almost all of the subcontinent to heel. In 1983, Delhi (and Islamabad) were annihilated by nuclear fire, but for Sardar Patel’s successors in Madras, radiation was a small price to pay.

Background: At one point the people of Siam were divided into two similar yet different nation states that both answered to a holy emperor. Those two states were known as Ayutthaya and Khmer. Some time ago, in a recession, those two nation-states broke out into an argument over the royal budget. Ayutthaya’s ministers believed that a significant portion should be cut, supposing that if they could tough it out a year or two, the surplus would balance out the economy. But Khmer’s elites did not want their citizens to suffer at all and only wanted to cut budget dedicated to things that deemed unnecessary. The Holy Emperor couldn't stop this government squabble, so the fed up people of Ayutthaya and Khmer rose up together and overthrew their squabbling leaders and the Emperor, creating the Free States of Siam.

The Treaty of the United Americas member states agree to form a mutual governing body which shall serve to function as a financial administrative tool by all states. The goal of this governing body shall be the development of freer trade between signatory nations by the regulation of tariff-reduction, development of anti-dumping protocols, development of common quality control standards for goods, and other measures aimed at increased trade and market integration.

Unique Units

The Queen’s Wrath

The Queen’s Wrath is my Air Force UU. It integrates the best in Royal technology with the Advanced Air Craft, Stealth Materials, and cyber warfare technology. It’ll be faster, stronger and better than other aircraft.

One final superweapon I'm certain we can design from standing technologies is the Imperial Mobile Fortress (IMF), a Super Rolling Fortress. It would be a massive treaded vehicle with four turrets of three linked railguns with awesome range, able to targets its enemies before they even see it with applications of smart dusts and regular sensors. The whole fortress would be produced from multiwalled carbon nanotubes to make practically indestructible. It would be peppered with machine guns, AA guns, SAMs, EMP SAMs and the vehicles itself EMP hardended and repaired by a central nanofactory and powered by a heavily shielded nuclear reactor at its core. It would probably AI/Human remote controlled to be able fit all those things in of course. Nanite swarms would collect enviromental recourses to keep producing ammunition and make repairs and utility fog/dissassembler swarms/airbourne artery punching nanites banks would keep it from being overwhelmed by any masses of infantry crazy enough to try and climb it. Oh and did I mention it would be amphibious as well due to its lack of crew? Though its speed would make impractical for ocean crossing obviously. Something like this I had in mind:

The second UU we will create is the Empress Class Carriers. It’s a massive submersible aircraft carrier which would produce aircraft on its own from internal nanofactories which would be AI controlled. The sub would also be made of next-gen materials to beef up it's hull strength, on-board nano-repair systems (and since it is AI controlled any time it takes grievous damage it would simply submerge to what would otherwise be ship crushing depths and sit there until repaired) + powerful torpedo armament since it is a submersible after all and a decent array of SAM systems to complement the air groups it would carry. Tactics wise, the carrier will flee underwater when damaged to allow for the nanites to repair the ship, and then resume combat.

W.A.S.P (Wireless Aerial Strike Platform)
This would be a weaponized UAV that is capable of multiple roles. All Wasp have a single cannon on them and are capable of carrying either bombs, missiles, or other under-wing devices. They are a semi-capable aircraft, though not comparable to the hyper advance fighters, but that is not the real benefit of them. The main bonus of them is that exploiting my advance manufacturing abilities and the nature of UAVs they can be manufactured in great numbers relatively cheaply.

The Union of Syndicalist African Communal States

Kelen's Rangers of the Revolution.

Made up of some of the best soldiers the USACS have, and a lot of Tan Ni Kelen. They are equipted with some Infantry Battle Suits, and are skilled in the art of air drops. The Tan Ni Kelen, being of lesser mental value and greater strength, should be perfect for suicide chargers, and carrying heavier weapons, such as gattling guns. The rest of the soldiers meanwhile, of course recieve the same, if not better training. Special equiptment includes Bio-grenade launchers, that shoot grenades filled with the Clones Plague, and EMP grenade launchers, that only effect machines within a small area of the effect, and should, thereotically, leave my own forces relatively unaffected.

The Ummah:

UU: Janissary
1 ASP
Initially picked from the veterans of the Order Wars. Egyptian soldiers who wished to stay active after the war studied for advanced forms of fighting, as well as the Koran. In order to become more than soldiers but messengers of God they go through grueling physical and mental tests to cull the herd and to prove their faith. The Janissary have a long and stories past but the connection between the Janissary of the past and the Republic Janissary lie in name alone.

Republic Janissary are equipped with the same as regular Egyptian infantry, however, their equipment is likely newer, in better condition, and these units would receive new equipment sooner than regular army. They also carry a lighter load, only what they need to fight, as well as nutrition to keep them fighting when separated from supplies.

Pros: Fanatical for a cause they find righteous such as defending the holy land, defeating enemies of Islam, or conquering to spread the true faith.
Better equipped and feed then regular army
Strict adherence to Islamic Law

Con: Loyalty not directly to Egyptian President. May fight without fanaticism, refuse to fight, or rebel against a nation that they see as straying from the path of righteousness.
Cannot be recruited by non-Islamic nations

Warlord Era 1912 - 1922

The end of the Qin in 1912 led to a decade of infighting between conservative and reformist warlords. Provinces seceded, a series of military rulers and republican despots scrapped over empty authority, and the Japanese started sinking their tendrils in. Yuan Shikai attempted to parley his control of China's sole modern army into a new dynasty, but an uprising by Cai Genyin and Tang Jiyao defeated his troops and forced him to abandon his ambitions. In 1926 the two defeated Jiang Jieshi for the leadership of the Kuomintang, and infighting was forestalled when Tang was overthrown in his stronghold of Yunnan, leaving Cai Genyin as the dominant force for Republican China.

Everything was still going to , and the reformers were a fractious and recalcitrant lot, so Cai went to a different base of support. In 1926 the new leader of the New Model Army seized Peking, co-opted or imprisoned the National Assembly, and sent out the tradition Confucian proclamations staking his claim to the Mandate of Heaven. He secured Japanese and British support, crushed or made accomodations with most warlords, and set up the Yi Chao Dynasty. He didn't have to run the country well, so much as run it better than the Warlords and Qing before him. This was not a tall order.

Imperial Era 1926 - 1945

Throughout Chinese history, successful brigands and ambitious generals had become acceptable as the founders of dynasties by signaling their intention to follow traditional precedents of government and morality. There was almost an established drill to go through, down to the wording of key proclamations. After a period of interdynastic chaos, even a personally horrible candidate who honored the forms could nevertheless get the support of the local gentry and magistrates. They did not have to like a would-be dynastic founder; they simply needed to be assured that government would again become predictable and comprehensible.

It was precisely this cultural consensus that reformers in China had spent the prior 50 years destroying. Yuan Shikai's modernized national army, and his use of it as the primary instrument of government, was as un-Confucian as the democratic assemblies favored by Sun Yatsen. There were plenty of tradition-minded people in China still in the 1920s, even among the literate elites. However, they were not for the most part the people who managed new enterprises or who understood modern administrative techniques. Yuan could not have created a dynasty on the traditional model without bringing the country back to 1800.

On the other hand, the 20th century has not lacked for monarchies that justified themselves by simultaneous appeals to tradition and the project of modernization. There was a gaggle of them in the Balkans between the First and Second World Wars, kings of shaky new states who make themselves dictators when parliamentary government stopped working. In practice, these regimes were not much different from the party dictatorships elsewhere in Europe.

The reality of the Yi Chao Dynasty would be that, while in some respects traditional in form, the government would actually have been a moderately conservative military dictatorship. To be a Yi Chao Emperor was not quite the same thing as being an Emperor in prior Chinese history had been. The Yi Chao had new bases of social support and a novel relationship with the outside world. Still, some of the ancient terminology of government lent a bit of credibility to the letterheads of the new regime. It had just enough features of a parliamentary democracy to satisfy local businessmen and intelligentsia, and British support ensured credibility in the eyes of foreign investors.

Postwar Era 1946 - 1973

When the Japanese formally invaded in the 1940s, the Yi Chao were hard-hit as Japanese troops hit centers of government, capturing the Emperor and much of the government. However, in the interior a group of generals aligned to form the First Assembly of Military Talent, resisted the new Japanese puppet Republic, and rallied nationalist elements against the occupiers. When western naval might was focused on Japan at the end of ww2 the Japanese were thrown out and a distant relative of the royal family was placed on the throne.

The Yi Chao were greatly energized by their victory in the war. There were twenty years of very rapid economic growth, and the beginning of real prosperity in some regions. However, they were not to benefit from improving economic conditions. The effect of modernization in an authoritarian context can often be to manufacture an opposition that would not otherwise have existed. At the beginning of such regimes, people are often grateful for the establishment of basic civil order. Later, when economic conditions improve, they are content to look after their private lives. Finally, there will be a self-assured middle class that asks the regime, "What have you done for us lately?" By that point, the chief benefit that the regime could bestow would be to abolish itself. Such situations lead to trouble.

By the 1970s China was suffering great social disorder, as the dynasty was pulled between its authoritarianism and the growing political reformism of its main centers of support. In 1973 these elements made common cause with social conservatives, who were more upset at the regime's inability to maintain order than at the liberalism of the middle class, and elements in the army organized the Second Assembly of Military Talent which then jettisoned the Yi Chao to establish a Confucian Republic in its place.

Republican Era 1974 - 2038

The Second Republic was largely a time of economic growth, and marked by great income inequality between the capitalist classes and the working people. It wasn't very democratic, as less than 5% of the country had suffrage and even then electoral influence was heavily weighted. It turned to a new ideology, nationalism, to supplement neoconfucianism and keep the increasingly tech-savvy massed in line, but was ultimately dependent on economic growth to keep up the living standards increasing alongside the population. China stepped into its place as the most powerful nation in the world, carefully stepping over the shattered remains of western empires and flooding the world's markets with lead-lined children's toys.

Economic disorder in the 2030s, which saw the rise of Cybercommunism elsewhere in the world, hit China hard and threatened the country with the unthinkable possibility of revolution. The Second Republic collapsed as Confucian scholars turned to military leaders in the Third Assembly of Military Talent, who brutally suppressed revolutionaries and established military control over the country. Neoconfucianism had great trouble adjusting itself to the pluralistic world of the 21st century and in its absence military control stepped in.

Harmonious Era 2039 - ????

The Third Assembly implemented a new system of surveillance and indoctrination far beyond the social controls put in place by the Neoconfucians. The Harmonious Society, as it was called, placed its citizens under ubiquitous observation, tracking their every movement and keeping a tight lid on speech. The Genetic Planning Council introduced a new set of standardized upgrades for children, introducing what it called "the pious man", really a set of subtle neurological and glandular modifications to reduce rebelliousness and impulsiveness. Nationalism was enthroned as catch-all justification, and unpatriotic individuals disappeared. Horror stories were spread about re-education camps in the far west, where cutting edge memeticians changed entire personalities. The Third Assembly, of course, denied everything and investigated the rumor-mongers as spreaders of disharmony.

The 2040s brought with them stability and recovery, and in 2048 the Third Assembly stood aside for the masque of a new democracy, which concentrated power in the hands of the ex-generals cum Big Brothers. The Third Republic is the most wealthy capitalist nation in the world, but nevertheless has an eroding security situation. Surrounded by expansionist Japan, nationalist Russia, theocratic Iran, and feverish India, the totalitarian system set into place by the Third Assembly, designed to deal with the threat of internal dissent, might not be able to handle outside challenges.
