I suggest going back to the 1890 (or earlier) save file and:

1. Get an unbroken stretch of territory from California to New York. RL America had the West Coast before 1850.
2. Build up enough forces to expel the Europeans (To satisfy UHV 1)
3. Build the UHV-related wonders (Pentagon, SoL and UN) to get a golden age from completing two UHVs
