Has anyone use this to any great effect? What I mean is to go to war with someone who you have no chance of capturing any of their cities, but you can run through and pillage their land and steal workers.

Pillaging nets you gold and heals the unit, this seems like a good use for the units with lots of movements, like horses. Your units should stay healthy and be fast enough to avoid any fights it doesn't have good odds with. Maybe this is a viable tactic for an early warmongering civ.

Pick your target carefully. Too many hills and your movement bonus is partially negated, but not entirely, you can still move onto a hill, pillage it, then move away if you have 4 MP.

I do this frequently. It's fun and profitable. Though some on these boards think that it's exploiting the AI. I play diety, seems fair enough to me.
