This has some interesting ideas, and I'm glad that you're putting so much work into trying to fix the economy of this game. However I'm concerned that you're going in the wrong direction with this- trying to decrease the number of choices we have availale.
With your changes, we can't really expand beyond about 6 or 7 cities until quite late in the game. We also can't run scientists to increase research until quite late in the game. That's fine but- what are we supposed to do instead? I can build units and go raze some enemy cities, I suppose, but what can I do to actually boost my own economy? The only thing I can think of is to just work a bunch of farms to increase the population. But it's not much fun to just sit there and wait for your population to increase, to add a tiny boost to gold and research.
You've certainly succeeded in your goal of killing ICS. But you need to give us something else to do, instead. I'd suggest increasing the power of wonders (both world wonders and national wonders). I'd also suggest that, instead of taking away all the scientists from the library, we should increase its cost a bit and boost the other specialists so that they're more competitive with scientists.
Also I think you have some misconceptions about how ICS works in vanilla civ 5. For one thing, it's not really the best strategy for a super fast spaceship- it's better to halt your expansion and built universities, if that's your goal. And trading posts aren't really necessary- mines are much more effective for most of the game.
