Diplomacy FAIL

I was playing as the USSR in Road To War in open play, and after taking over Romania, Turkey, The Baltics, stealing a few German cities, giving them to Poland, and getting a war started with Yugoslavia, this is what my diplomacy view looked like:










P.S. Despite being furious at me, Finland has accepted my only Non-Open Borders Deal.
(1 gold per turn for some of my aluminum.)

Is that open play or some other one?I started to dislike the mod because if you choose open play all the Civs change civics and it feels wierd and never start any major wars (at least in my game there are some minor ones but nothing near a world war)
