Choosing civs to fill the world map is the worst way to choose civs.

Have to disagree there. Different regions bring vastly different cultures and adaptations to different environments that only serve to increase the variety in the game's aesthetics and play-styles, respectively.

That's not to say it should be ones only criterion, but I'd rather have an expansion with nine civs from all over the world than nine civs from Europe and the Middle East, even though Firaxis would have no problem finding nine perfectly qualified civilisations from just those regions.

It's easy to get past 50 and still include worthy civs.

Legacy civs that I feel will probably definitely get added at some point:

well middle asia has a history not smaller than most of european countries, so I don't know what is the "better" way to choose civ in ur opinion

I am not saying the Khazars or anyone in the central Asia shouldn't be in, just that "In my world map scenario no one starts here" is not a very good argument for a civ to be included. Saying they were culturally important, controlled large amounts of land or made technological improvement are reasons for Civs to be included.

I like your list. Those civs would really be worthy to get integrated and would add same nice variety. I can't wait for the last 4 Civs to be announced!

Well I just gave u technological inventions in my first post LOL read it again. Culturally I can say that Samarkand was the main link between on the silk road. In addition it was a huge city which was quite well developed until mongols burned it down xD

I was talking about Khazakhs

I would choose Zulu and Ethiopia (which I stated a few pages back) as two of my picks, partially to fill out the Earth map better. Can't be a worse way than by how I chose the Pheonicians. It's a game, not National Geographics, list of top 30 civilizations ever.

Nor is it a game generally played on a earth map.

Whoever came up with the Khazars idea, give that man a pint! Would be a great inclusion and not one we have had before in Civ's. I hadnt even really heard of them until a few years ago, when I stumbled upon a late night history proggie. Great choice.

Nor does that matter. This thread is about people's subjective picks. Maybe I only play the Earth map, thus my decision is based off that. There is not really an incorrect way to choose which 4 remaining civs you personally want to see included. Hopelitejoe can't say choosing by world location is wrong, you can't say choosing by game map type popularity takes a precedence for my choice.

I was not just replying to your post, I was saying what I think is a bad way to choose civs (I still stand by this).

You really have to ask yourself: with 4 civs left, would they really add these in?

But the minimum for a civilization is that they have cities(preferably big cities with monuments and history) and agriculture.
The Inuit have no agriculture or (great)"cities".
Guarani have no great cities?

The Inuit did have cities.
As for agriculture, they:
A) Couldn't have it.
B) Made a quite substantial living off of the sea. Impressive, considering what its like up there.

But they are the 2 most populous and relevant indigenous people of south america.

Maybe the Inuit had "cities",maybe very little,but I think they should have a "ability" in game that they can't build certain improvements such as farms.
And for those other:
I think they can't be in the game because they didn't had cities.
City-building is the basis of the civilization series.
Without cities they can't build units,research technologies...
