icbm question

do i have to be despot at the time the man. project completes in order to unlock the icbm? i was in communism tonight and completed the project but couldn't find the icbm anywhere and was unable to build it in any of my cities. i switched to despotism and still wasn't anywhere to be found...

anyhelp on wtf i did wrong?

maybe a pre-req tech?

You don't have to build it. There's only one, and you get it as soon as you complete the Manhattan Project. It appears in the same city where you built the MP, I believe. If you have lots of units in the city, you might have to scroll through your existing units until you find it.
