is there any mod with the possibility of fixed borders on civ iv?

i like to play revolutiondcm but i hate when i capture a rival city and then other countries come with settler and take some part of that land .

is there any way to play with fixed borders after a certain year?

or is there any possible change in xml to make a city dont lost all culture when captured?

I wonder if you changed FREE_CITY_CULTURE in Civ4GlobalDefines if that would do it.
