Nnnnope. Basically, what you do is export the .flc animation file with FLICster as a .pcx storyboard file. Then you edit the image file to your heart's content with a graphics editing program, then re-compile the storyboard into a .flc animation file.

You should try out Civ3 Multi-tool.
