Marathon speed - Europe Dock prices capped?

I'm just playing my first game on Marathon speed with the Dale / Snoopy mod.

I've noticed that the price of Colonists on the European Docks seems to get capped at $2000 but that their cost runs rampant on Normal speed settings.

I like the change as it means that you actually buy them rather than an endless stream of cheap Miners but I was wondering if this was a change brought in by the patchmod or by the speed settings. Either way it's a from me.

Its a 2000 cap on every game speed I think. Not that good solotion and he said it will be changed.

Yeah, the cap will remain, but the way the cap is calculated will change. I want to base it on difficulty and gamespeed.
