Problem with switching nations in RFC.

In RFC (BtS) I got a problem. When time is coming (for example 600 AD for Arabian) computer didn't offer me to change a naton! How can I manage it?

When a new Civ spawns - even before they settle a city or flip anything, the notice should come up and ask if you want to take over the Civ. However, like the Warner Brothers cartoons, "I can only do it once". You cannot change Civs twice.

And you typically can't switch to a nearby civ (either geographically or temporally).
