There is no real way to tell. Just go up to them and if they say "go away or something like that" then you can't leave. Usually you have to capture a city of theirs to get them to be more willing to talk to you again but they will not be very happy and will probably demand insane deals for peace. It is better to just finish them off all together.
 
I just bought CIV iv from amazon. What should I expect from it? How different is it from civilization iii.
Are there any scenario like in CIV iii conquest?

Yes, there are scenarios, and I have ordered stuff from Amazon that takes 2 days, and stuff that takes 3 weeks. Use their "My Account" feature to track your order, or, go to FilePlanet and download the demo in the meantime.

What would you prefer as "system requirements" to play? And, what computer do you have?

Also build some wonders in that city such as the Pyramids that increase your chances for a Great Engineer.

The graphics are better, combat is more complicated but there are fewer units, read what people have to say about Great People, artillery is screwed up, government is more complicated, there are more types of resources, a lot of annoying but traditional things like civil unrest have been edited out.

By the way, I have yet to see a city culture flip in Civ4, is it extremely uncommon now? I've had little AI cities sandwiched between cities with massive culture, and having a more cultured civilization, and they don't flip.
 
How do you form permanent alliances, what are the prerequisites?
 
Ironworks - +50% w/coal, +50% w/iron - is that only in a city with both, or any city as long as you have both resources connected?
 
What tiles counts for health bonuses? i.e. do forests help my health outside my fat cross if they are in my cultural boarders?
 
I'm pretty sure not. Hamlets/towns only produce wealth if they're being actively worked by a city right?

You can build Iron works in any city that has access to these resources. Having access means they have to be connected to the resources, but they don't have to be in the city radius. Once you built Iron works, the city which built it will receive the bonus (but only this city).
 
How do I see the combat odds without actually committing the unit to combat?

Activate the unit. Click and Hold the right mouse button. Mouse-over to the unit you plan to attack. Look at the odds. Move the mouse back to your unit. Release right mouse button.

I think you can also just press-and-hold the Alt key instead of the right mouse button, but I'm not using the keyboard often.

Your territory needs to overlap the city you want to flip. If they stack an entire army in it, the chance will still be low, but they will still have frequent uprisings that basically shut down the city.

no, only those in the 20 tiles around your city will help.
