On the 1936 Europe scenario I had already slightly edited (made more cities for Canada, USA, Italy, Spain, France, USSR, Finland, Turkey, UK and Sweden) to take away the need for settlers (and so I wouldn't see stupid WW2BALKLANCITY text or whatever it was.) I chose Germany skipped a turn, chose open play and started to edit notepad and worldbuilder. I made a scenario for June 1941, bringing in The Spanish State (formal name of fascist Spain) and Vichy France. When I played the game I couldn't declare war on anyone (I tried Germany and USSR). I went on notepad and noticed PermanentWarPeace=xx under most teams, I deleted all of them saved it and loaded up the game and it didn't work, and the Permanentwarpeace=xx appeared again. Any help?
