I've noticed that Hitler has a very hard time getting access to oil in the beggining of the game. I had to go through the balkans, france, turkey, British Arabia, and Persia before finally securing a permanent source. While it doesn't really make it hard to win, it does make sure everyone in the world will hate you by the time you can make a decent army.

i suppose one quick way to remedy that would be turn on the map editor at start
of game and plop an oil bonus somewhere very close to berlin?
