Shogun Conquest- can't build War council

Maybe someone can help me, I have the technology, and my goverment is feudalism, so why can't I build the war council???

I took a look at your save. You don't have the required tech, Diplomatic Finesse, to build the War Council. It is an optional tech and you have moved to the next age without researching it in the previous age.
