Colonial Organization: The Cional Entities Management Bureau, abbreviated as CMB, and referred to in widespread ad-media campaigns as "Our Benefactors", is a mega-corporate agency that specializes in subsidizing colonization planning and management on behalf of other corporations, private interest groups and governmental entities. It is managed by the Chiefs of Staff, who are advised and appointed by the Board. The Chief Executive Officer, currently Willard Cional, holds supreme authority over the corporation. Cional himself is also a majority shareholder, making him perhaps the wealthiest human in known space. After the Chiefs of Staff and the Board, power is delegated to Sector Command composed of Overwatch and the Sector Administration which manages the Cional Civil Authority (CCA). Sector Command in turn delegates power to regional administrators who will manage their assigned sub-sectors by means of the various departmental services provided by the Civil Authority to project and enforce their extensive micro-management model.

Colonial Goal: A client or clientele of private investors have, after a successful bidding round, naturally decided to subsidize the establishment and subsequent management of their future colony upon PE-1942 to the tried-and-true Cional Entities Management Bureau. The Bureau’s colonizers are already making planetfall - and will survey, secure and expand until the colonial nexus-point has reached self-sufficiency. Simulating and maintaining a socio-stable community for the general population will, of course, take priority. Thereafter, the CMB will proceed with phase-two by aggressively expanding, securing and developing surrounding sectors until profit margins rise within and above acceptable parameters, then finally have the Civil Administration Board book a conference meeting with corporate for further directives.



Early Colonial Priorities:

Militarism: ( 4 ) - The Bureau maintains a strong and intimidating "peacekeeper" force capable of quickly applying pressure on fringe elements as well as external threats. The CMB’s military, “Overwatch”, represents the various law enforcement, security and military departments of the Bureau.
  • Civil Protection: Effectively the local CMB administration's militarized thought police tasked with upholding stability and keeping the civilian population in line through fear and seemingly random acts of brutality. These men and women can sometimes be just your regular downtrodden soul who gave in to temptations of better food, housing and privileges. But primarily they are often sadistic thugs who enjoy their superior authority through the abuse, torture and occasional murder of citizens.

  • Primary Military Arm: Main armed forces. Composed primarily of minimally trained and equipped conscripts, and marginally more professional loyalist regulars plucked from the general population. The PMA makes up the ground, air and naval elements tasked with eliminating threats to the sector both from within as well as from without.

  • Transhuman Arm: What all humans should aspire to become. These are augmented super soldiers composed of prime individuals that have undergone extensive cybernetic and bio-engineered enhancements to make them perfect and obedient killing machines. They're the unmatched crème de la crème and deployed sparingly for special operations missions or as hunter-killers.
  • Overwatch Auxiliary Synthetic Arm: Colloquially known as Synths, or the O.A.S.R., are a series of fundamentally modified bio-mechanical combat-drones built to serve specific tasks. Their biological material serves as nothing more than a foundation for the myriad machines, cables, and uplink devices that constitute the body of a synth. While ultimately lacking any form of sapience or sentience, Synth units are still incredibly dangerous and formidable. Due to their direct connection to the Overwatch system — these units operate under a direct hivemind and share all of their experiences together. That is to say; If one Synth spots an enemy, Overwatch knows, and thus all other Synths operating in the area will know as well.
Political Foundation: ( 3 ) - Most of the civilian population within the Bureau’s territorial borders are subject to constant surveillance, random inspections, nutritional rationing, harsh restrictions on nearly all non-approved subjects, activities, entertainment and non-essential wares, as well as having slim to zero personal rights or education beyond what the administration will allow. A strong presence of civil protection officers and the permanent gaze of Overwatch keeps them in line. For now.

Initial Claims and Surveys: ( 1 ) - A highly ionized nebula-storm damaged the CMB colonizers’ sensor suites as they made their final approach on PE-1942. With all of their scanning equipment barely functioning, the colonizers’ crews were forced to eyeball it as they made their final landing on what appeared to be open and flat terrain.

Technological Expertise: ( 2 ) - The CMB has both the influence and resources to fund a massive R&D sector. That sector is Tri-Tachyon. The Tri-Tachyon Corporation is a subsidiary research & development firm operating under the close watch of the Bureau’s executive branch. They specialize primarily in military hardware, security-surveillance equipment, AI systems development and combat synthetics. Their innovation grants them nearly limitless leeway in pursuing their projects by regional CMB governments and it is safe to assume that Tri-Tachyon carries at the very least some responsibility behind the many atrocities committed on the civil populace across solar systems buckled under the Bureau’s bootheel. Sadly, this colonial expeditionary venture brought minimal Tri-Tachyon science personnel, and advanced TTC equipment will therefore be limited in the early stages of the development phase.



Special asset: Overwatch A.I.
The great pride and secret behind the Bureau’s almost supernatural micromanaging capabilities and excellence in massed social-engineering. The Overwatch A.I. otherwise known as Dispatch is an advanced artificial intelligence system engineered by the Tri-Tachyon Corporation. The A.I. itself lies at the apex of the societal authority hierarchy and has absolute power to override any decisions made by lesser authoritative figures such as the Civil Administration Board (CAB).

The primary objective of the Overwatch A.I. is to uphold socio-stability norms set by the Bureau within its urban centres. It does this by being technologically capable of effectively predicting probable possibilities in nearly any kind of situation. Dispatch itself is linked and immediately connected at all times to any and all Bureau-sanctioned technology, This included but is not limited to; computer terminals, nanites, assets such as combat drones and synth biomech organisms, gates, surveillance, automated defenses, specific components of various technologies, and so on. This means that there is a constant loop of feedback to the A.I. itself through surveillance of the civic populace which optimizes its decision making and orders in most scenarios. Surveillance is not only used by Dispatch to monitor the socio-civic entities within the civic-bodies, but is also used to monitor all Overwatch forces who take their orders directly from the mainframe. It does this to ensure success and to maintain and enforce the utmost cohesion and prevent any calamities within the CMB’s regime.

Due to the A.I.'s expansive possession of provided feedback, it is able to process a truly immense amount of information simultaneously. All Overwatch forces are therefore constantly aware of- and reacting to the current status of socio-stability upon any planet fielding this system. When members of Civil Protection convey messages to Dispatch they are only meant to directly correlate to social-stability and the sentence structure and wording are expected to remain short, constructive and cohesive. Civil Protection units have a multitude of pseudonyms for the A.I. although the most frequently used by units are: "Overwatch'', "Area control", "Area scan", or plainly "Dispatch".

Colony Name: Kangsona

Colonial Organization: The day to day government is handled by the Panchayat (Assembly) with Ward Members (Panch) and President (Sarpanch) elected by the citizens. Committees are set up on an as-needed basis and are composed of experts in that particular field who elect a Spokesperson to address the Panchayat. Committees can and do work together on larger projects. There is no particular limit to the size or lifespan of the committee but all are reviewed every five years. All meetings are recorded by the Sachiv (Secretary), an electronic Deva and are open to the public. A requirement is that half of the Panchayat, all government officers and Committees must be Female or Neutral. A representative of the IBCC overseas the colony as a Administrator and works with the Defense and Foreign Affairs Committee on external matters and reports to the Home Office.

Colonial Goal: The goal of the colony is to make the bank money and allow debt holders the opportunity to pay off their debts through service. The IBCC cares little for League politics as long as they allow the bank to make money.

Background: Space is big and it is expensive to set up new colonies and new industries. For every success there are several failures. The IBCC or International Bank of Commerce and Credit was first started on Earth and as humanity has expanded so has the IBCC. On literally every habitat, planet, vessel is a branch of the bank, providing loans, handling mortgages, processing payments and collecting debts. Some of these debts range from individuals to businesses and even vessels and planets. This is how the IBCC acquired an interest in PE-1942 through a bankruptcy of several smaller companies. An enterprising young executive suggested to the board that such a colonial venture could be used for tax purposes and money laundering along with reducing the numbers of debtors that owed their lives to the bank. Once the Board approved this proposal the bank would use it's Public Relations and Political arms to present the colony as a chance for people to 'redeem' themselves and 'live a more independent and productive life.' The young Executive, who was now promoted, was soon sent to Kangsona as the first Administrator with promises of further promotions if there were several quarters of successful growth.


Early Colonial Priorities:

External Defense is handled by a group of veteran soldiers from the Collections and Repossession Department. Most of them have reached senior status or retirement age and decided to travel to a virgin world to set up new lives. Most of their equipment is a generation behind the current models but can be serviced on worlds with limited technology.

-Political Foundation: 3
Most of the residents of are used to a cyberdemocratic model using their haptics to display information and vote. People have some personal privacy along with free speech, assembly, worship. Every resident is required to undertake Community Service to creation of a ruling or government caste and allow people the opportunity to serve others. Most members will receive a notification from their Deva/Devi requesting service for one to two hours per week depending on their skills. One person may pick up trash alongside a road while an engineer may be asked to fix a water pump. This also provides an income so everyone can afford basic goods and some luxuries.

The Bank decided that a too much technology would be expensive to maintain and more prone to abuse so most technology is one to two generations behind. Special Feature: Ubiquitous computing. All building, haptics, vehicles and objects of a certain technology level have computers built in and are linked together, creating a vast processor for problem solving, tracking and debt collections.
