Tile Under Gifted City Not Worked

I was gifted a city, Susa, from Persia because he was losing the war, and like 100 turns later I find this city with 1 population and no production. The city isn't counting the resources on the city tile. I assume it was like this from the moment it was gifted to me; I really only noticed because it wasn't producing any buildings - I don't manage puppets because they're unmanageable, right? I reloaded a previous game to check for this bug, but didn't find any obvious discrepancies.

On the main screen, the number under the menu is 1.0.3.18 (I assume this is the patch number). This is Brave New World with G&K and every DLC.
