Ahh, I see it's probably a browser issue since I was using google. I'm using Edge now but it's giving a message saying it can't be downloaded securely. Should I try a different browser?

Congratulations on your first posts at CivFanatics! You're right, it was a browser issue. Since some time last fall, Chrome and browsers based on it (which includes Edge) don't allow downloading files hosted via HTTP when viewing HTTPS sites. The download link to the main files was to http://www.civfanatics.net/downloads/civ3/scenarios/Twillight_of_Byzantium2.zip, so it wouldn't download in Chrome and related browsers. Firefox and Internet Explorer don't have that restriction.

Happily, the same link works via HTTPS as well as HTTP. Thus:

Thanks for posting about it, we're hoping to HTTPS-ize the remaining HTTP links but haven't got around to all of them yet. And enjoy the scenario, it was a good one when I played it back in the day!
