With this high level of detail in the terrain and city structures, I agree that small units would be visually preferable. One option to be able to see units up close would be to zoom in on them (for battles, or simply to admire their uniforms), and one way to help distinguish one group from another at a distance would be a toggle-able graphic feature like the resource icon bubbles in Civ IV.
These units must be smaller than the earlier ones, or they wouldn't be able to fit so many in each hex.
I do like the idea of a toggle for graphics.
Now, what would be some original think, would be if, they group the formations to what the style of the unit would be.
For example, the Romans, and Greeks would definitely use a Formation for their swordsmen and phalanx respectively.
But, the Aztec Jaguars attack using Guerrilla style tactics and, therefore, should have their units seperated apart, thus making seige attacks less effective.
We see alittle of this in Civ4, when a machine gunner is fortified.
A Rajput unit for india would use this tactic as well.
