    I'm not sure either, but it could be that they don't like the other aspects of the civs that have those UBs (like the leader(s) traits or UU). They might, for instance, prefer to have a leader with strong traits and a regular courthouse, rather than IMP/PRO and a Rathaus.

    Er...what? Ragnar starts with Hunting/Fishing. What if you have grains/livestock and no seafood/camp resources? Often happens with inland starts.

    Without taking into account AGG phalanxes/axes, I'd say Vulture. Even with AGG in the picture, Vulture is still a strong contender. TBH, I've never found chariots a problem when axe rushing, but maybe that's because I don't play on higher difficulties. Usually I only encounter archers/warriors.

Then, if you feel sure no one else will beat you to it, stop with 1 turn left to Liberalism, and switch to teching a prerequisite for a more advanced tech, so you can take that with Lib.
