There is a reason for this:
chiense on earth is surrounded by plains, and can only go up to 2 pop max, hence will never produce enough top produce a settlers.
they usually go for granaries/city walls being a builder civ..
art R might help them to produce a few miliatry units
i just started reading this forum and it brings back memories.
so much so, i have programmed something that generates all 64 possible version of the special resource maps, (and i have programmed something to suggest what earth would look like if all the resources were fully terraformed...
the acutlaly answer depends on how close the diploat is to any of your existing city.. if it is far rnoguh wawy from any of your cities, it will be supported by NONE
if you want to see the elusive forms of goverment - easy - just swtich to the governemnt you want to see, then use some sort of editor program, swithc side, and try to meet them , and then , you can have a look at what it's like!
there are 2-3 places where this is possible, depending on map start up location:
1) argentina ( if there's a gold mountain) = 74 trade (but this is the only pracitcal one... )
2) cuba (if there's 3 fish) = 76 trade
3) southern tip of madagascar(if there's 3 fish) = 76 trade
that happens normally anyway on earth.. if you play 7 civ and is on the africa/euraisian contienent, and the aztecs are by themselves, it's a really tough game
on a slightly different note, is there a way to go back and look at your palce nonce you've completed it?
( i only know how to trigger a screen when i get a higher score..)

does it convert ALL terrains except mountains and hills (including arctic and tundra polar icecaps?)

1) what is the maximum basic trade production (i.e. excluding improvements and caravans) on earth?
bonus question: where are these city sites located?
