    Redo City Razing

    That is a good idea. I think each population unit should also be a kind of unit with an attack value to indicate civilian resistance to pillaging, so you may recieve some damage, or be forced out of the city by resistance.

    You should have the option of using some kind of Ferry AI, or doing it manually. That should satisfy everyone.

    Range limitations for units outside friendly territorry

    Rathar than loose health, I would suggest that for low levels of supplies, the units get progressively more massive combat and movement penalites. Unless they are on a desert, or a glacier units will probably be able to survive, but they will run low on equipment. Perhaps the supplies come in...

    Make the Game More Immersive/Give it more personality

    One problem that I always had with civ, was that the empires always felt too empty, as in it felt like there were no actual people in them. I think that if they could inject some more personality into the game, it would go a long way to making it a better experience. -Bring back high...
