I should add that I saw another player report that when force ending the turn without having all policies full, they claimed that none of the policies were in effect. I have no idea if that is true as I have not tested personally, but there is definitely the claim out there

Seems like there should at least be a "Null value" policy card to slot in there. Most people have no idea you can force end your turn with a keyboard combo. I don't think that is exposed to the player in game anywhere.
How do people on other platforms force end their turn?
Would that not mean you want *every* tile that doesn't already have a railroad and isn't either water or mountain to be highlighted? AFAIK, there is no limit as to where you can place them. Just how many railroads are you putting down?? :)
That was a really nice feature Civ V had. Wonder if someone has requested that yet for Civ VI. Think I might go do some searching on the 2k site to see if a request for feature is there.
Yep, looks like change was in 2017, and this thread is from 2016. I should say that is how the change was, when made. I am not sure if that info is up-to-date currently.
The key with loyalty is having a plan before you take the city. You should be prepared with multiple options. Be that governors, apostles(either before or after conquering), inquisitors(after conquering), money for buildings, taking/razing nearby cities. Raising the population of the taken city...
You are replying to a post from when, I believe, the religious units did not have their own layer like they do now. Really this thread should not have been necro'd, as it is not very useful with the gameplay changes that have occurred since the thread was started.
That doesn't look like an accurate testing method to me. The most that seems to show is that there may be some inter-mod incompatibility, and even that is a stretch. It is just as likely one of those other mods just doesn't like being removed mid-game, even if it says that it is OK to do so...
The new queue in vanilla is pretty decent but not perfect.
1) It would be great to default to that every time you go into production, or have a setting to make a choice to do it that way.
2) The buildings also don't disappear from the 'available to build list' once added to the queue. Not 100%...
I use the "Better Report Screen" mod in place of CQUI's report screen. Here is a post in the comments section from that mod I used to get it going correctly:
