I had not considered Ireland, but that's a very good idea. So that makes my list something like Afghanistan Kyushu New France Philippines Switzerland Taiwan Tunisia Hopefully EQ will respond within the next couple of days, and I'll get his recommendation as well. Thanks for the advice, Toteone.

I'm rescinding my request for Tunisia, as I have messaged EQandcivfanatic asking for other suggestions. I will still be playing, but a couple of small nations have interested me, and I want to be in a relatively stable place so I can learn the ropes.
