  Yea correct. It'd be a seperate improvement buildable only on iron tiles.
  
  I beleive (haven't tried) you could make an alternate tech tree with just steps 1 and 2. Basically, if a tech has a prereq that cannot be researched, but is given to a civ at the start of the game, that civ has its own tech tree. You'd have to create the tech tree though.

  But I wouldn't expect what you suggested to replace the normal mine improvement, and also wouldn't require you to research mining. Am I correct?
