I have this problem as well, however it only happens when I try to play a game with custom continents, every other one I have tried works. Great mod, btw, I dont know how long its been since I've played regular old civ.

I say Warlords with all 24 civs. I know that makes for an even more rediculously crowded Europe, but it also flushes out Africa nicely with the Carthaginians and the Zulu, and Korea in the far East.
