What I think this does is drastically increase the probability that there is going to be content beyond this pass. I don’t see a scenario where they leave out Byzantines, Babylon/Assyria, Portugal, and another NA civ, unless this means Vietnam is out.
I’m pretty convinced it will be a Mongolia or Netherlands alt leader at this point, but is there a possibility that there is some type of mechanic that a RF leader uses, which is not in the game code unless you have RF, which this new leader’s mechanics might build upon? Forgive the ignorance...

I’m sure I’m lacking an understanding of the technical relationship here, but does that necessarily have to mean it’s an alt leader for a civ from that expansion? Couldn’t it be a different component from the expansion?

Could be, how many do we have? Or a district? I don’t think they’ve added a unique 3rd tier religious building so that would be cool if converted foreign cities could build your UI, but I guess potentially problematic
