broken link on that test of time mod :/ can u help me?

Can you give me some instructions as to how I install this mod.
To start out I placed it into the mod folder, it did install but the game is no different than the vanilla civ4 col.

Dom Pedro II, have you ever considered updating or finishing your conqueror's delight Mod? I really like the ideas you have, but the mod's for older versions of BTS.
