Thanks for the report and apologies for the issue. There is a known problem with the recommendation icons not always being fully interactable when a tile status is active. This will be fixed in the next update. In the meantime, if you click on the top half of the icon this should work as normal.

When you select your leader you will see 2 Tribal Alliance missions. One is the standard diplomat mission, which requires Peace with the Tribe and costs 400 training. The other is Hanno's special mission which only requires Truce and costs 200 training.

This fix is only available on the test branch currently, it wasn't included in the July 10th hotfix. We are due to release a full update to the main branch this week that will resolve this issue.
