I'm wondering as well if you can do the same with the policy :"Colonization: +50% production towards settlers". That would be even worse. If someone feels like testing this I'd be curious to know the results. This bug really kind of took the fun out of the game for me =\
I managed to solve it a couple of weeks ago. I also sent what I did to 2K support, but it doesn't seem like they're sharing it with other users with the same problem. Here's what I did:
On the prompt, I was now able to click a blue link that said "View service details and edit shared...
I managed to reproduce this by going back to an old save (50 turns earlier) and producing a couple of builders in a row. Keep in mind that at this point in my save game I have already produced some builders (not sure how many). With each additional builder I can see the amount of turns go down...
I continued playing for about 20 turns and it showed no signs of going away. Even though I kept producing things with a high production cost (in an effort to drain the "production overflow")
Didn't build any wonders before this issue started
You might be on to something. I also built a couple of builders in a row! And I had the policy "IIlkum: 30% production toward Builders". Is that the policy you had as well?

I have exactly the same issue! I'm glad I found your thread. It's kind of a waste of my save game to be honest.. This makes it too easy. I will post some screenshots + more info soon. Is there anything specific I should pay attention to? Maybe we can figure out what's happening together.
