It has to revolt twice before it becomes your city. Once the second revolt takes place you'll get an option of either making the city your own or leaving it for the original owner.

I tried doing that, but the tiles I wanted were permamently shaded for one city and only available to another. Maybe it's bug in my game or something.... That's weird, I tried it on my friend's PC and it works! However it doesn't on mine for some reason! I guess it's my game that is screwed...

That's one of the features I always liked in Alpha Centauri. It had that whole "level of integrity" ranking (I can't remember the actual name). If you constantly screwed your neighbours or commited atrocities against your own people, the ranking would drop and you woud basically become a scumbag...

I think the fact that anarchy often takes several turns is a good thing balance wise, otherwise the whole religious trait would be practically useless (Although I still avoid it most of the time...).

The only kicker about Cossacks is that a large chunk of them wasnt even Russian at all and also they have fought against the Russian Empire on numerous occasions. I guess when it comes to unique units, Civilization is not big on historical accuracy...
