Culture flipping in v1.52

I'm not sure if this is a bug or not, but my culture flipping stopped working properly after I installed the 1.52 patch. What happens is that my superior culture causes a neighbor's city to revolt. I get a message saying that there's a revolt, and the territorial border of that city shrinks to the minimum. However that city remains a city of my neighbor and doesn't become one of mine? Is this happening for anyone else, or is it just me? Please comment. Thanks.

It has to revolt twice before it becomes your city. Once the second revolt takes place you'll get an option of either making the city your own or leaving it for the original owner.

Culture flipping has worked for me in 1.52...

Works for me in 1.52 too, though as has been mentioned it can sometimes take a while.
