So do you use this tactic each time the city is at 1 turn before growth. If not at some time maybe even early the city will go into stagnant with no growth.

I have researched sailing but can not build workboats any ideas as to why this is happening? I attached two saves the second I just placed a city to see if it could build a workboat.
