Signing RAs can be a big boost, especially if you nab the Porcelain Tower and Rationalism. Selling Luxury Resources to the AI for cash is a good one (As well as open borders). I tend to make 3-4 Strong cities and then puppet the rest if I'm warmongering. An early wonder such as Hanging Gardens...

The recent fix has patched that, thus you shouldn't have problems anymore with a culture victory if you were before.

1 & 2 Is because the AI sucks. I've only gotten them to give me something early on in the game (warrior+Archer rush) 3 Liberation has no positive modifier. Always Puppet/Annex Never Liberate Ai is Ai, Fireaxis has a long way to go before they become competent.
