if you build a city with a barb hut in its radius - do you aways get a tech? just happened twice to me in a demi-god game where I've switched to never opening hut (too many barbars...)

Anybody know if the discount the AI gives you for gpt alters according to how enthralled they are with you? I've never managed to get them to take gpt at anything less than cautious - but I was wondering if they accept less gpt if they are polite. Only one way to find out...
